Lou Agosta does a nice job reviewing Blaze Advisor in his review Intelligent Enterprise Magazine: Business Rules Meet the Business User. He makes a good point that one of the potential risks of a business rules approach is making it too easy for business users to change their systems - risking destablizing them. That said, top-end products like Blaze Advisor provide a lot of infrastructure to allow programmers to open up the business rules in a controlled way so I think this is a risk that can be mitigated.
