Much as I admire Ameridtrade and its COO, his comment about 70/30 in Ameritrade COO Talks About Business-Technology Mix - Computerworld rings false. Although I would agree you can't get to 70% new development, 30% maintenane on an old legacy system without some investment, my experience is that most maintenance on old systems comes in a few areas. Often these areas are precisely those best suited to replacement using a business rules management system. California's DMV is one example of an organization replacing just part of an old legacy system with business rules and getting their maintenance way down.
